Public body: Ville de Montréal, Service du greffe (documents retrieved by the Service de l’urbanisme et de la mobilité, SUM) Filed: November 26 or 27, 2025, through the borough’s online form (borough file 2025-695; the form issues no acknowledgement). On November 27, 2025 the borough’s Division du greffe transferred the request to the City’s Service du greffe under section 46 of the Act, “since your request relates to documents held by central city services”; the City opened file 2025-12847 Answered: January 6, 2026, by the City (“Réponse favorable”, N/D 2025_12847) Released: a five-page internal note and six annexes (144 pages in all)
The request quoted the borough mayor’s answer, at the public question period of the Côte-des-Neiges–Notre-Dame-de-Grâce borough council of November 26, 2025, to a question about the Terrebonne bike lane:
on a dernièrement eu accès à l’audit qui a été fait par le SUM, qui a été demandé par la dernière administration
(borough webcast, from 1:13:50) and asked for “a full electronic copy of all documents related to this audit that have been transmitted or otherwise made available to the borough, including but not limited to the audit itself, any cover letters, transmittal emails, summaries, or related correspondence.”
The Service du greffe answered that it was pleased to transmit “une copie des documents qui ont été retracés par le Service de l’urbanisme et de la Mobilité.” No cover letter, transmittal email or correspondence with the borough was included. The borough’s transfer letter and the City’s response email are reproduced with the requester’s personal address blacked out (the copy is an image of the pages, so the redaction cannot be undone); its substantive text is the sentence quoted above and the standard notice of recourse to the Commission d’accès à l’information (s. 51 of the Act).

The attachments are as received; only the file names have been normalized (accents and spaces removed, date added). The note’s annex lists (pp. 3–5) also name documents that were not supplied: the Vision Zéro interactive map, the OCPM report on PUM 2050, public information sessions and question-and-answer lists (Henri-Bourassa, Christophe-Colomb), the Ombudsman’s 2024 annual report and report PR2020-0001, and the City’s internal design guides (Guide d’aménagement durable des rues de Montréal, Lignes directrices de conception pour les aménagements cyclables sur rues, checklists).
The Bellechasse document (annex 1.12) is the one example of a safety audit by the SUM itself. It is a before-and-after follow-up plan whose indicators are bicycle counts from three counters (daily and weekly profiles, by direction), traffic volumes and levels of service at four intersections, field observation of motor vehicles stopping in the bike lanes, and on-street parking (pp. 5–6). The parking study measured capacity block by block from the City’s géobase (5.5 m per space, with deductions for driveways, hydrants, bus stops, Bixi stations and terraces) and occupancy by licence-plate readers on two circuits over three evenings, 17:00–21:00, June 1–3, 2021, compared with a 2019 survey made before the lane was built; 85% occupancy is treated as optimal and under 80% as low (pp. 29–34). It concludes that Bellechasse itself lost nearly all its parking (149 spaces remaining in the sectors studied), that mean evening occupancy in the surrounding sectors was at most 49%, “ce qui indique un potentiel surplus de l’offre en stationnement”, and that some residential blocks were above 90% (pp. 39–41).
Neither the note nor any annex mentions rue de Terrebonne, the borough of Côte-des-Neiges–Notre-Dame-de-Grâce, or a review of any lane in that borough. Boroughs appear only as design partners (“en collaboration avec les arrondissements”, p. 1), as the unit responsible for construction signage and for relocating parking around the 2020 VAS (annex 1.01), and as co-author of the Bellechasse follow-up. The note is addressed within the City administration; nothing in the release shows how or when it reached the borough.
The City’s audit of four existing lanes announced on February 10, 2026, and the borough’s 2026 study of Terrebonne, are documented under 2026-581/ (executive summary, section 4.4).
